The AGI Illusion — Why One Smart AI Was Never the Answer
The tech industry is spending hundreds of billions chasing a single superintelligent AI. But what if intelligence was never about the individual — what if it was always about the system?
The prevailing narrative in AI goes like this: build a bigger model, train it on more data, give it more compute, and eventually something crosses a threshold. Intelligence appears. The machine “gets it.” We call this goal Artificial General Intelligence — AGI — and the industry is spending hundreds of billions of dollars chasing it.
What if that entire premise is wrong?
Not slightly wrong. Structurally wrong.
The Great Man Theory of AI
There’s a concept in history called the Great Man Theory — the idea that history is shaped by exceptional individuals. Kings, generals, inventors. One brilliant person changes everything. It’s a compelling narrative. It makes for good movies. And it’s mostly been discredited by actual historians.
What actually moves societies forward isn’t individual genius. It’s institutional design. Rule of law. Separation of powers. Systems of accountability. A country doesn’t succeed because it found one brilliant leader. It succeeds because it built governance structures that function even when the leader is mediocre.
The AI industry is stuck in its Great Man phase. The entire bet is that one model — one architecture, one training run, one company — will produce something so intelligent that it solves everything. This is AGI: the AI equivalent of waiting for a genius king.
But look at what actually works in the real world. No single person runs a hospital. No single judge administers all of law. No single engineer builds an aircraft. Complex systems work because they have structure — roles, rules, hierarchies of authority, feedback loops, accountability mechanisms. The intelligence isn’t in any single participant. It’s in the system.
Agents Were There All Along
Here’s what the AGI narrative misses: AI agents are already everywhere. Thousands of them operate across millions of codebases daily. Each one reads context, makes decisions, produces output, and that output feeds into the next agent’s input. They’re not proto-AGI waiting to get smarter. They’re processing units in a system that nobody has bothered to govern.
Think about it this way. You don’t make a hospital better by hiring one doctor who knows everything. You make it better by building systems — triage protocols, medical records, handoff procedures, quality audits — that allow ordinary doctors to produce extraordinary outcomes together. The genius isn’t in the individual. It’s in the coordination.
AI agents are the same. A single model with a trillion parameters but no structured context will hallucinate, contradict itself, and forget what it was doing. A smaller model operating within a well-governed context — with clear rules, verified documentation, defined authority hierarchies, and feedback mechanisms — will outperform the bigger model on every task that requires sustained coherence.
Intelligence isn’t a property of the model. It’s a property of the system the model operates within.
Why the Bubble Matters
The AGI premise justifies an enormous amount of spending. Custom silicon. Hundred-billion-dollar data centers. Energy infrastructure that rivals small nations. All of it built on the assumption that more compute equals more intelligence — that we’re one scaling breakthrough away from the threshold.
But if intelligence is a governance problem rather than a compute problem, that assumption inverts. The competitive advantage stops being who has the biggest model and starts being who has the best-structured context. And structured context costs almost nothing. It runs on a filesystem. It doesn’t need custom hardware.
This is the same pattern we’ve seen in other industries. The music business thought the moat was distribution — pressing vinyl, controlling radio. Then distribution became free overnight, and the moat shifted to who had the best catalogue and the best relationship with listeners. The AI industry thinks the moat is compute. If context governance turns out to be the actual differentiator, a lot of infrastructure investment is pointed at the wrong layer.
What Governance Actually Looks Like
This isn’t abstract. Governance for AI agents means concrete engineering:
- Truth hierarchies — when two documents conflict, the agent knows which one to trust
- Automated verification — the system detects when documentation has drifted from the actual code
- Feedback loops — every governance failure is recorded, analyzed, and used to tighten the rules for next time
- Context compression — the agent receives a precise, current briefing instead of trying to read everything
- Separation of concerns — different agents handle different domains, connected by governance rather than by sharing a single enormous context
None of this requires a smarter model. It requires better engineering around the model. The same way democratic governance doesn’t require smarter citizens — it requires better institutions.
The Inversion
If this thesis is right, several things follow:
For individuals: stop chasing the “best” AI model. Start investing in how you structure the context you give it. A well-governed workflow with a mid-tier model will outperform a poorly governed workflow with the most expensive model available.
For organizations: the competitive advantage in AI isn’t which API you call. It’s how you engineer the governance layer that sits between your knowledge and the model. That layer is your institutional intelligence — and it’s exactly as valuable as institutional knowledge has always been in every other domain.
For the industry: the race to build one superintelligent model may be solving the wrong problem. The agents already exist. The compute already exists. What’s missing is the governance — the institutional design that turns individual capability into collective intelligence.
We don’t need a genius king. We need a constitution.
